In a bowl, whisk together flour, baking powder, baking soda, chai spices, and salt.
In a separate bowl, cream together butter, granulated sugar, and brown sugar until light and fluffy.
Beat in eggs one at a time, then stir in vanilla extract.
Gradually add the dry ingredients to the wet ingredients, alternating with milk or buttermilk, until just combined.
Fill cupcake liners about 2/3 full.
Bake for 18-20 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs attached.
Let cool completely before frosting.
